Imports and Exports has requested that quarters for one married officer and two bachelors may be provided close to the packing shed of the Opium Monopoly. A good site existe next to the Harbour Office, on which there is now a temporary shed used as the Liquors Ordinance Office. I propose to place a building on this site the ground floor of which would be the Liquors Ordinance Office, the first floor quarters for a married officer and the second floor quarters for two bachelors. The cost of the quarters would be charged against the sum of $100,000 for which I have ask- -ed in paragraph 1 of this Despatch. In Victoria it will be necessary to provide additional quarters for two married Revenue Officers and two bachelors, and in Kowloon for one married man and
one bachelor.

As regards the Public Works Department I wish to be in a position to offer quarters to the five Overseers, who at present occupy houses of their own, and at least four more
quarters will be required for Sanitary Inspectors, three married
men and one bachelor.

The number of quarters required, therefore, is fifteen which at an average cost of 86,500 to $7,000 comes to about
$100,000. It will not be easy to find suitable sites for these
quarters, but there is room for 8 quarters at Kowloon close to
those at present being built, and if no better site can be found
in Victoria there is room in the Happy Valley for a number of
quarters though I prefer to build on a hill when possible as it is
more healthy in summer.
